FERC questions CE FLNG project's viability

The United States Federal Energy Regulatory Commission voiced its concerns over the viability of Cambridge Energy’s proposed CE FLNG project to be located on a parcel of land near Baptiste Collette Bayou in Plaquemines Parish, Louisiana.

As FERC informed in a notice,  CE FLNG planned to file an application for the project with the regulator in May 2015. However, in subsequent status reports, CE FLNG indicated that it was pursuing additional funding and would begin updating field work in April, then May, and then June 2015.

Due to the changing schedule and the lack of full set of draft resource reports, FERC questioned the viability of the project and the use of commission resources in support of the pre-filing process.

FERC stressed that should CE FLNG be unable to provide draft resource reports in support of its project by August 1, 2015, it will suspend its participation in the pre-filing process that CE FLNG will have to start anew once it is prepared to move forward.

The CE FLNG project is planned to be constructed in two phases.  The first phase would include construction of the pipeline and marine terminal between 2015 and 2017.  The second phase would include construction and installation of mooring system and installation of the FLNG vessels between 2015 and March 2018.

CE FLNG anticipates that the FLNG Vessel 1 and FLNG Vessel 2 would be in service by the end of March 2018 and October 2018, respectively.  Each FLNG Vessel is being design to produce 4 million tons per annum for export.
