WesPac Midstream Files with NEB to Export B.C. LNG

WesPac Midstream Vancouver (WPMV ), a unit of WesPac Midstream, filed an application with Canada’s National Energy Board (NEB) seeking a license to export up to 146 Bcf or 4.14 Bcm of LNG per year over 25 years.

WPMV plans to export the LNG produced at the Tilbury LNG plant located in Delta, British Columbia. The Tilbury LNG plant is currently owned and operated by FortisBC Energy Inc. (FEI), and it has a production capacity of approximately 5 million cubic feet per day of natural gas equivalent LNG production.

LNG is currently produced at the Tilbury LNG plant for sale in both local British Columbia markets and regional markets (including truck-based exports to the United States by other parties), and for utility peak-
shaving service to enhance local gas system reliability. The Tilbury LNG plant is currently being expanded to increase the LNG production capacity at the site by approximately 33 million cubic feet per day of natural gas equivalent LNG production, WesPac said in the application.

Pursuant to a development agreement with affiliates of FEI, WPMV is also developing a marine terminal facility in the Fraser River adjacent to the Tilbury LNG Plant.

The WesPac LNG marine terminal will provide a means of loading LNG produced at the Tilbury LNG Plant onto LNG carrier  ships for bulk transport and export from Canada. It will also provide a means of loading LNG onto barges for marine bunkering activities, which may also involve the export of LNG, the company added.

4th Annual Upstream West Africa Summit 2018

In June 2018, Senegal will play host to the No.1 Annual B2B Upstream Oil & Gas event, which will bring together the senior decision makers from across the prolific West Africa region to discuss the trends and challenges currently facing the Oil and Gas industry.

Since the discovery by Tullow Oil in 2007 of the Jubilee Field in Ghana, the Upstream sector has refocused its efforts to explore similar plays around the entire West and North West African coast. These efforts were rewarded with Cairn Energy’s prolific discovery in 2014 followed by Kosmos’ in 2015. The West Africa region has the industry’s spotlight firmly focused on further unlocking the potential of this largely underexplored region.

Companies that will be looking toward further unlocking the deepwater hydrocarbon potential of West Africa include: PETROSEN, BP, Kosmos Energy, Cairn Energy, FAR, Total E&P, Premier Oil, Shell, Tullow Oil along with the Ministries and key solution providers.
